The SAVE America Act

The Safeguard American Voter Eligibility Act or the SAVE America Act, was proposed by the House of Representatives on February 11, 2026, and isn’t the first time this has been a problem. Earlier, on April 10, 2025, the act was proposed and then shot down by the Senate.
What you need to now
This act would require providing document proof of citizenship at the time of registering to vote and a photo idea at the time of voting. This means that when you go to register, you would need a passport or birth certificate, then when you go to vote, you would also have to show ID, like a driver’s license to show identification. This is hypothetically supposed to crack down on illegal and non-citizen voting (voting fraud). However, this is not a significant problem because, since 1980, there has been a total of 68 cases of voter fraud. Meaning over 40 years, billions of votes, and thousands of cases of election voting fraud has come up below 0.0001%. Also, on top of this, the US already has a law making non citizen voting illegal. A prime example is the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, prohibiting non US citizens from voting. That is still in effect today.
So why does this matter?
Many eligible voters do not have documentary proof of citizenship. A document of citizenship isn’t just a driver’s license; it has to be a birth certificate, a U.S. passport, a Consular Report of Birth Abroad, a Certificate of Citizenship, or a Naturalization Certificate. For many, these documents are outdated, unreachable, or have very limited access to, creating a big challenge for many legal citizens to vote. To give you an example of how this can affect people, women who marry usually switch their last name (nearly 80%). However, this does not change their birth certificates’ last name. Meaning, when they register to vote with a birth certificate and then vote with an ID, the last names will be different. Making them unable to vote. Even though they are legal citizens.
Another downside of this act is that it nullifies trying to register to vote online or by mail. For many registrars who register by mail the SAVE act requires documentary proof of citizenship to be delivered in person to an election office, making it impossible to be mailed since you have to do it in person. Also, the act does not specify how documentary proof must be submitted for online registration leveling many election offices to make high-stakes judgment calls, which can lead to inconsistency between each state and even each county voting registration.
What further actions are being taken?
Although the SAVE act has passed the house of representatives it still needs to pass the Senate. However, there needs to be at least a two thirds (60 votes) majority to pass new acts. Even though reports have claimed this act has roughly 50 people in support of it there is still heavy democratic opposition. It is supposed to be voted on within the week and if it is passed, it will go to the president to be signed off on.
If this act was to be passed, it would block millions of legal Americans from voting. Not only because of the immense restriction on documentation but also it would confuse the public, leading to less voter turnout.
