The Cuba Conflict

On April 14, officials from the Pentagon got direct confirmation from the Trump administration to ramp up any preparations for a possible military operation against Cuba. Although not very well known to the American people, this act of aggression could have lasting effects on the refugee crisis, economic shock, and U.S. foreign relations. This is another invasive event that the U.S. is trying to carry out, which must be acknowledged and talked about.
The United States main claim for starting up operations for this invasion is that Cuba is continuing to supply Russia with aid for the Ukrainian war. The Trump administration claims that Cuba is sending up to 5,000 troops to Russia. An allegation that the U.S. has been using since 2023 to continue its embargo on Cuba. However, Cuba has never done such things, and they continue to reject all claims of being involved in the Ukraine war. Also, it would be absurd for Cuba to try to take part in that armed conflict because they themselves are in a humanitarian crisis with no ability or way to send aid to any other country.
The more likely reason for the U.S. trying to take action against Cuba is because of the tensions that had started in late March when the U.S. decided to allow Russian oil tankers to dock at Cuba’s Matanzas port with 730,000 barrels of crude oil to bring relief to the Cubans. On Wednesday, Russian Foreign Minister Sergei Lavrov told reporters in China that Russia will continue to send oil to aid the Cuban humanitarian crisis and help restore electricity grids throughout the country. Although the U.S. is allowing Cuba to have temporary relief, it hopes that Russia will quickly end its relief program because it could ignite others to give aid to Cuba, which is something the U.S. would strongly oppose. Mostly because it would go against the U.S. hegemonic power’s ability to hold sway over lesser countries, but more so because the U.S. wants to decimate any communist-led government that might stand against America’s ideologies. In addition, because the U.S. has wanted to keep Russian / communist influence out of the Western Hemisphere, it can remain in control. Which is something it is trying to do with Cuba by crippling its economy, so hopefully it could force political change that would be in favor of the U.S.
However, Congress does not permit this. As of April 2nd, 2026, Congress is introducing legislation that blocks Federal funding for such actions and invokes the War Powers Resolution (Law passed in 1973, which limits the U.S. President’s power to commit forces to hostile foreign conflicts without Congressional approval), which would constitute any war or aggressive acts against Cuba as unconstitutional and illegal. The leading people against this are democratic lawmakers, including Pramila Jayapal and Tim Kaine.
If operations do continue and the U.S. attacks Cuba, the consequences will be abundant. Most importantly, Cuba has vowed to defend the island against any U.S. attacks, so it will turn into an armed conflict. With an armed conflict going on in Cuba, many would seek Refugee Aid, and the first place they would turn to is the U.S. because they are neighboring countries. Refugees would go to Florida (since it is the closest place to Cuba), causing a refugee crisis.
Moreover, it would continue to strain the Cuban humanitarian crisis, which could lead Cuba to fall into economic shock. But most importantly, it would severely damage U.S. foreign relations because it would trigger backlash from Latin American nations where tensions have already been growing, and force Cuba to have closer relations with Russia and China so that it can continue to receive aid.
Right now, most of this is up in the air. The Trump administration will continue to push for it, but Congress will hopefully continue to block it. However, that hasn’t worked much in the past with evidence shown from Iran and Venezuela. So all we can do is stay informed.
